The progressive parties voted\u00a0agents\u00a0the statement.\u00a0When asked to explain their\u00a0view\u202fGroenLinks\u202f(green party) leader Jesse Klaver claimed that\u202fnuclear\u00a0energy,\u202fas a solution for fossil energy,\u202fis\u202fthe biggest lie\u202fin\u202fthis election. He\u202falso\u202fclaimed that nuclear\u00a0energy\u00a0will not help achieve\u202fthe climate\u202fgoals from\u202fthe\u202fParis\u202ftreaty.<\/p>\n<p data-adtags-visited=\"true\"><strong>The Paris\u202fAgreement<\/strong><br \/>\nThe Paris Agreement is a\u202flegally\u202fbinding international\u202ftreaty\u00a0against\u00a0climate change. The\u00a0accord\u00a0was adopted by 196 Parties at COP 21, on 12 December 2015 and\u00a0put\u00a0into\u00a0action\u00a0on 4 November 2016\u202f(<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" target=\"_blank\" rel=\"noreferrer noopener\">United Nations<\/a>).\u00a0One of the goals\u00a0in the\u00a0accord\u00a0is to limit global warming to well below 2 degrees, preferably to 1.5 degrees Celsius. To achieve this long-term temperature goal, countries aim to reach global peaking of greenhouse gas emissions as soon as possible to achieve a climate neutral world by mid-century (<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" target=\"_blank\" rel=\"noreferrer noopener\">United Nations<\/a>).<\/p>\n<p data-adtags-visited=\"true\">\u201cThe Paris Agreement is a\u00a0landmark in the multilateral climate change process because, for the first time, a binding agreement brings all nations into a\u00a0common\u00a0cause to undertake ambitious efforts to combat climate change and adapt its effects.\u201d\u00a0(<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" target=\"_blank\" rel=\"noreferrer noopener\">United Nations<\/a>)<\/p>\n<p data-adtags-visited=\"true\"><strong>Nuclear power plants across the globe<\/strong><br \/>\nNuclear power plants produce no greenhouse gas emissions during operation.\u00a0During\u00a0its\u00a0life\u00a0cycle\u00a0a nuclear power plant\u00a0produces about the same amount of carbon dioxide-equivalent emissions per unit of electricity as wind, and one-third of the emissions per unit of electricity when compared with solar\u00a0(<a href=\"https:\/\/www.world-nuclear.org\/nuclear-essentials\/how-can-nuclear-combat-climate-change.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">World Nuclear Association<\/a>).<\/p>\n<p data-adtags-visited=\"true\"><em>Average life-cycle carbon dioxide-equivalent emissions for different electricity generators (Source: IPCC)<\/em><\/p>\n<p data-adtags-visited=\"true\">\nSince April 2020, there are 440 operable power reactors in the world, with a combined electrical capacity of 390 GW. Additionally, there are 55 reactors under construction and 109 reactors planned, with a combined capacity of 63 GW and 118 GW.\u00a0Respectively there are 329 more reactors proposed\u00a0(<a href=\"https:\/\/www.world-nuclear.org\/information-library\/facts-and-figures\/world-nuclear-power-reactors-and-uranium-requireme.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">World Nuclear Association<\/a>).<\/p>\n<p data-adtags-visited=\"true\"><em>Source:\u00a0<\/em><a href=\"https:\/\/www.world-nuclear.org\/information-library\/current-and-future-generation\/nuclear-power-in-the-world-today.aspx\" target=\"_blank\" rel=\"noreferrer noopener\"><em>World Nuclear Association<\/em><\/a><\/p>\n<p data-adtags-visited=\"true\">Across the\u00a0European\u00a0Union are 106 nuclear power reactors (104\u00a0GWe) operating in 13 of the 27 EU member states that account for over one-quarter of the electricity generated in the whole of the EU. Over half of the EU\u2019s nuclear electricity is produced in only one country \u2013 France. The 57 units operating in three non-EU countries (Russia, Ukraine and Switzerland) account for about 15-20% of the electricity in the rest of Europe. Norway and Switzerland are effectively part of the EU synchronous grid (<a href=\"https:\/\/www.world-nuclear.org\/information-library\/country-profiles\/others\/european-union.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">World Nuclear Assosiation<\/a>\u00a0).<\/p>\n<p data-adtags-visited=\"true\"><strong>The role of a nuclear power plant in fighting climate change\u00a0<\/strong><br \/>\nNuclear power, which currently means energy derived from fission (splitting the uranium atom), has a minima carbon footprint of around the 15-50g\u00a0CO2\/KWh.\u00a0\u00a0In comparison\u00a0the average footprint of gas\u00a0as energy\u00a0source, is around 450g\u00a0CO<sub>2<\/sub>\/KWh.\u00a0According to\u00a0these\u00a0numbers, using nuclear power\u00a0can be a good way to\u00a0reduce\u00a0the carbon footprint and achieve the climate\u00a0goals. Also, according to the\u00a0<a href=\"https:\/\/www.iea.org\/publications\/freepublications\/publication\/Nuclear_RM_2015_FINAL_WEB_Sept_2015_V3.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">International Energy Agency<\/a>\u00a0(IEA), nuclear energy currently contributes to\u00a0the prevention of\u00a0CO<sub>2<\/sub>\u00a0emission\u00a0of about 1.3 to 2.6\u00a0gigatons\u00a0each year, assuming\u00a0it replaces either gas-or coal-fired generation\u00a0(<a href=\"https:\/\/www.world-nuclear.org\/information-library\/current-and-future-generation\/nuclear-power-in-the-world-today.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">World Nuclear Association<\/a>).<\/p>\n<p data-adtags-visited=\"true\">Besides that,\u00a0one\u00a0kilogram of uranium (U235) generates almost 23 million kWh of electricity: enough to provide nearly seven thousand households with electricity for a year. About 30 percent of the energy contained in uranium is converted into electricity (efficiency).\u00a0According\u00a0to\u00a0GroenLinks\u00a0(green party)\u00a0this\u00a0is no reason\u00a0to invest in nuclear power plants. In\u00a0an\u00a0email,\u00a0the party\u00a0explained their position as follows:\u00a0\u201cUranium, which is used for nuclear power generation, will run out over time.\u00a0Whereas, we can always count on wind and solar energy\u201d.\u00a0Another argument for nuclear energy,\u00a0which is used quite\u00a0often,\u00a0is that\u00a0nuclear energy provides investment\u00a0opportunities\u00a0and jobs and the basis for economic security in communities that host nuclear plants.<\/p>\n<p data-adtags-visited=\"true\"><strong>Nuclear power plants as an alternative source of energy<\/strong><br \/>\nThe politic parties\u00a0that\u00a0are\u00a0against\u00a0nuclear power\u00a0and\u00a0believe\u00a0that\u00a0it\u2019s\u00a0not contributing to\u00a0the\u00a0CO<sub>2<\/sub>\u00a0emissions,\u00a0are also wondering\u00a0if nuclear power plants are\u00a0a feasible option\u00a0to\u00a0reduce\u00a0fossil\u00a0fuel and\u00a0help to achieve the goals of\u00a0the Paris Climate Agreement.\u00a0\u00a0Their most used argument\u00a0is\u00a0that\u00a0building\u00a0a nuclear power plant\u00a0takes a long time and\u00a0will cost\u00a0billions of\u00a0euros.\u00a0Besides that, the construction\u00a0costs\u00a0of nuclear power plants\u00a0depend\u00a0on many different determinants\u00a0such as:\u00a0design revisions during construction, large plant size and complex large-scale technology, lack of standardization, serialization and modularization, plant safety and environmental concerns, prevention of accidents and risks.\u00a0These\u00a0possible cost\u00a0determinants\u00a0(see\u00a0table 1)\u00a0can\u00a0influence\u00a0the construction time of\u00a0Power Plants\u00a0(PWRs)\u00a0and\u00a0are\u00a0classified\u00a0in three\u00a0general\u00a0groups: technical, regulatory, and institutional\u00a0(<a href=\"https:\/\/inis.iaea.org\/collection\/NCLCollectionStore\/_Public\/42\/105\/42105221.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Construction\u00a0time of\u00a0Power Plants\u00a0PWRs<\/a>).<\/p>\n<p data-adtags-visited=\"true\"><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/em><em>Fig<\/em><em>ure<\/em><em>\u00a0<\/em><em>2<\/em><em>:\u00a0<\/em><a href=\"https:\/\/inis.iaea.org\/collection\/NCLCollectionStore\/_Public\/42\/105\/42105221.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Construction time of PWRs<\/em><\/a><em>\u00a0<\/em><\/p>\n<p data-adtags-visited=\"true\">During 1980 and 2000 the time for building\u00a0a nuclear power plant\u00a0was\u00a092 months or 7.7 years with a maximum of 10 years.\u00a0Nowadays building a nuclear power plant\u00a0will\u00a0take\u00a041\u00a0months, still almost 4 years,\u00a0due to innovation.\u00a0Lots of goals are aimed at\u00a02050 (mid-century), that is only 30 years from now. We\u00a0will\u00a0have 25 years from the moment the nuclear plant is operational, is that enough?\u00a0According to the\u00a0<a href=\"https:\/\/www.iea.org\/publications\/freepublications\/publication\/Nuclear_RM_2015_FINAL_WEB_Sept_2015_V3.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Nuclear Energy Agency\u00a0of the OECD<\/a>, yes.\u00a0Modern nuclear power plants can very well do the\u00a0absorb variations in the supply of\u00a0sustainable sources.\u00a0Nuclear power plants\u00a0adjust\u00a0between 50 and\u00a0100% power at a rate of\u00a05% per minute.\u00a0For example, nuclear energy in France has been providing for forty years\u00a0adjustable CO2-neutral electricity, 24 hours per\u00a0day, seven days a week\u00a0(<a href=\"https:\/\/www.nrg.eu\/media\/42qgijxv\/kernenergie-is-nodig.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Nuclear energy is needed to achieve the climate goals<\/a>).<\/p>\n<p data-adtags-visited=\"true\">It will take renewed attention and a sense of urgency\u00a0across the world to\u00a0stimulate\u00a0a new wave of nuclear investments.\u00a0The use of nuclear energy for electricity generation is a political minefield at every level. Beyond technological problems, it is politics that is the biggest obstacle to the more widespread adoption of nuclear energy\u00a0(<a href=\"https:\/\/spectator.clingendael.org\/en\/publication\/going-nuclear-long-term-problem-political\" target=\"_blank\" rel=\"noreferrer noopener\">Clingendael Spector<\/a>).<\/p>\n<p data-adtags-visited=\"true\"><strong>Advantages and disadvantages of a nuclear power plant<\/strong><br \/>\nAnother argument\u00a0against\u00a0nuclear power is radioactive\u00a0waste.\u00a0Opponents\u00a0of nuclear energy\u00a0consider this as one of the most important arguments.\u00a0There is not yet a good way to store\u00a0or process\u00a0it.\u00a0For\u00a0example,\u00a0in\u00a0the\u00a0Netherlands\u00a0nuclear power\u00a0has\u00a0been\u00a0stored\u00a0in\u00a0the southern province\u00a0Zeeland.\u00a0The\u00a0low to\u00a0medium\u00a0radioactive\u00a0waste is stored in a\u00a0bunker. Poured into concrete, in order to limit the radiation as much as possible.
