How the Netherlands is doing in the shift towards circular construction

A large part of demolition waste is already being reused in the Netherlands. Around 97% of construction and demolition waste in the Netherlands is put to useful use, according to the Transition Agenda for a Circular Construction Economy. But much of it is used in low-value applications, such as road foundations. Only around 3% of materials return to their original function in building construction. There is however, a shift going on towards circular construction. Partially because of the EU goal that says it wants a completely circular economy by 2050. What is already being done in the Netherlands, and what steps do we need to take to reach that goal?
